Inflation : qui perd, qui gagne ?
La hausse des prix ne sera pas compensée par l’augmentation des salaires. La majorité des ménages va donc continuer à voir son pouvoir d’achat baisser.
Mois après mois, les chiffres le confirment : l’inflation est de retour. Sur un an, la hausse des prix atteint 3,7% en France et dans la zone euro selon les derniers chiffres d’Eurostat, un record depuis près de 20 ans. C’est évidemment la flambée du pétrole qui nourrit en premier lieu l’inflation : au cours des douze derniers mois, les prix du fioul ont grimpé de 47,5%, ceux des carburants de 15%. Mais les matières premières agricoles ne sont pas en reste, avec un prix du lait en augmentation de 13%, tandis que le pain affiche + 9,6%.
Cette hausse des prix a évidemment un impact sur le pouvoir d’achat des ménages. Même si le SMIC est relevé régulièrement (+2,3% en mai, +0,9% attendus en juillet), tous les salaires ne suivent pas la tendance à la même vitesse. D’après le ministère du travail, une hausse du smic de 1% entraine un relèvement équivalent pour les plus bas revenus (jusqu’à 1,1 smic) mais la hausse est moindre au fur et à mesure que les salaires s’élèvent. Ainsi, pour des salariés payés à 1,5 smic, la hausse n’est plus que de 0,5%. D’une manière générale, la croissance étant faible, les entreprises ne pourront pas octroyer des hausses de salaire équivalentes à la hausse des prix. C’est la grande différence avec ce qui se passait dans les années 70 où les salaires étaient indexés sur les prix, rendant l’inflation indolore pour les salariés.
En cas de hausse des prix, les retraités aussi subissent une baisse de leur pouvoir d’achat car les pensions sont indexées sur l’inflation prévue par le budget de l’Etat, un éventuel réajustement ne s’effectuant qu’a posteriori. Cependant, face à ce problème, les pouvoirs publics ont décidé cette année de donner un coup de pouce aux pensions au mois dés le mois de septembre.
Les consommateurs, eux, subissent d’autant plus cette escalade des étiquettes que leurs revenus sont modestes. Les ménages les moins bien payés, qui consacrent l’essentiel de leur budget à des dépenses contraintes (alimentation, énergie, logement…) sont touchés de plein fouet, surtout s’ils ont recours au crédit à la consommation. En effet, l’augmentation des prix entraine un relèvement des taux d’intérêt, renchérissant d’autant le prix du crédit. La Banque Centrale européenne a déjà annoncé un « possible » relèvement des taux au mois de juillet. Ce relèvement aurait un impact négatif sur l’investissement des entreprises, et donc sur la croissance.
Au final, les principaux gagnants du retour de l’inflation sont ceux qui se sont endettés pour acquérir leur résidence principale quand les taux d’intérêt étaient plus bas, en particulier les primo-accédants, qui sont en général de jeunes actifs. A moins évidemment que le prix de leur logement baisse substantiellement.
L’autre gagnant est l’Etat qui profite mécaniquement de la hausse des prix grâce à la TVA. Cette taxe qui touche tous les produits achetés par le consommateur étant calculée en pourcentage du prix hors taxe, plus les prix sont élevés, plus les recettes de TVA augmentent.
